Imagine if your socialists could convince a country ( per the socialists decisions ) that the country was emitting too much carbon dioxide or other pollutants and that they were morally required to pay into a socialist controlled world climate change pot of gold depending on how much they went over their allowed emissions. Then the country would have to enact laws to lower the financial hit from too much emissions, and other countries (China ) that were not held to such high standards would have an advantage economically.
As the socialists handling the pot of gold, you could finance campaigns to keep sucker governments in your favor continuing to pay into the climate change pot. You could have a large salary and control the world governments, handicapping the more efficient smarter countries and rewarding the high polluting inefficient countries. You could invest in the inefficient countries, knowing that they have a trade advantage and lower costs per unit of whatever since there are no climate change surcharges on their products.
