The original fencing/wall was built in the busiest spots, namely between large population centers on either side of the border. Because of the spineless Republicans and vote seeking Democrats, the wall was neglected and sabotaged. It made more sense to fix and improve the wall in these hot zones than to put new wall where no one was crossing.
