Yes. There was a big prehistoric migration of Basques into Wales. That's why so many of them tan dark and are short. They say over 80% of the Welsh test for Basque DNA.
I was always under the impression that the welsh had celtic ancestry
They probably do. The migration could have been as far back as 15,000 years, and the Basques and Celts were both pre Indo-European.
