I think a lot of people are in a holding pattern, either by habit or by uncertainty. A solid plan of action that is easy to spread, doesn't expose anyone to immediate risk, and can mount a strong resistance is the non-consent movement. Live your life on your terms, do not consent to be governed, and when enough people join the movement to hit critical mass, then changes can be made.
