Encryption won't be useless, it will be illegal for some encryption to be used. But encrypted communication will still occur, or plain text man in the middle attacks will be a significant problem. The internet is built on encryption, without it any fucktard would be able to steal all kinds of personal info. The government will just have root keys to decrypt and re-encrypt all traffic as it passes.
