So the treason must be exposed enough for the majority to start calling it out.

You, the oath taker decides who the domestic enemy is. If you see someone clearly speaking or working against the constitution, they are the enemy. Then the question becomes, what to do about it? If it gets to that point, it will be obvious who they are, what they have done and said and then the action is clear. It can be as simple as a citizen's arrest. Or in a Red Dawn situation, shoot them where they stand.
