It depends on the answer to some of the big questions. Current theories about the nature of time claim that time itself was created during the big bang. So questions like "what caused the big bang?" could not be answered by the use of a time machine. Now maybe those theories are wrong in which case they could be answered with a time machine... although I would have extreme Heisenberg concerns...
So yeah... it depends, but I say no. Some questions cannot be answered with a time machine. What is it like to gaze on the face of God? What happens when I die? These questions are not any easier to answer if I am somewhen else.
