Even if one owned a Class C network and could run BGP and advertise routes, you still have to buy bandwidth and when they own all the backbones there isn't much one can do. TOR, i2p, other anonymous networks I guess. More and more we get pushed underground. TOR is easy but they can DDOS it. i2p is more difficult to use but is actually a lot better and safer.
