I read somewhere that humans, while capable of understanding that they are a living thing: have to earn, or develop, an actual consciousness. Like, you don't have a conscience, or inner deliberation, until you unlock this feature in your brain.

It is my belief that these are the people whom you're talking about. They truly are NPCs, and can be programmed as such.
