No, you can't believe any number or statistic. My point was if you need this year's number inflated, one way to help that is to reduce previous years. They do it with temperature readings too to conjure warming.

I would say most numbers are "relative certainty" . I can say the temp is 30 degrees. But that 30 degrees is very different in air vs water. In the sun vs. cloudy. In wind or no wind.
