You don't create a new Internet, you lease from the existing providers. The tier 1 providers are AT&T, Verizon, Sprint, NTT, Singtel, PCCW, Telstra, Deutsche Telekom and British Telecom, then there are tier 2, and tier 3 below them. You have to lease the connectivity from them, and sell them to your customers.
