You don't create a new Internet, you lease from the existing providers. The tier 1 providers are AT&T, Verizon, Sprint, NTT, Singtel, PCCW, Telstra, Deutsche Telekom and British Telecom, then there are tier 2, and tier 3 below them. You have to lease the connectivity from them, and sell them to your customers.

They own and control all the luines that you would be using and going against their little jewish rules gets ya banned. We have to launch a satellite and everybody get a dish.
A whole bunch of pipes and tubes. And probably also hoses.
Your own fiber optic lines in every neighborhood. You might be able to cut a deal with another ISP and have your traffic shared on their lines.
What about satellite service? Elon might help us out.
That's a possibility but it'll likely have more lag, depends on the distance the signals travel. Satellites might be more prone to jamming than wire. But I think satellite might be far easier to set up.
