SPAM is fair game for down-voting.
Slippery slop that eventually leads back to the downvote button being used how it should be: to anonymously show dissent.

Do we have a clear definition of posts that are spam? If not, every time I downvote what I consider to be spam, I run the risk that admin may not agree, and will instead find that it was free speech. Also, let's say that there is disagreement, and my account is flagged. Is there a good way to appeal it, as in getting the site consensus on whether what I downvoted was spam? I'm just saying, if it is always at the mod's discretion, we'll always be trigger shy unless we have clear rules for what constitutes spam.
If you look at the User Guide, it says downvotes are for spam and off-topic trolls. It also says we can report the spammer/troll to admins. But as far as downvoting, it isn't possible for us to indicate when we downvote just what we mean by the downvote. Say I think a person is an 'off-topic troll', and I downvote them. There's no real way for me to say that was my reason with the downvote alone. AOU could come along, see that I DV'd someone, and now I've violated policy. It's like Poal is giving us some power to decide for ourselves, but not really.

Posts can be reported as SPAM o the admins. That's one way to do it.

I think this is the trouble though. The user guide makes it seem as if we have the freedom to downvote spam, but it doesn't seem like that has any teeth. It needs to be the case that either we clearly do have downvote power for certain things (and make it clear what that is), or we just lose the downvote ability altogether. It seems awkward as fuck as it stands. On the one hand, you tell people to use the downvote for such and such a purpose, but you never really give them the means to defend their use of it (unless the admin happens to agree with you about your decision to downvote).
