If the down arrow is not intended to be a downvote, then it is bad UI design. There's too much precedent for a down arrow to mean a downvote (when used in interactions between people on social media sites and not used in a cardinal direction context). There should simply be a 'spam/off-topic' button to click under each post right next to the 'source' and 'save' and the down arrow should be removed.
Why build a car and call it a boat? It's a bit silly.
It's like buying a sports car and putting pool fucking noodles on the doors so they don't get dinged.
I've been told that the positive function for indicating spam is not the only reason the down arrow isn't used for regular downvoting. It's also because they don't want differing opinions silenced.
So my suggestion has been to allow downvoting that doesn't (a) negatively impact the user's overall site score, and (b) doesn't change the comment's rank in the thread. I think people need to be able to voice their disagreement, and telling them, "Well, you can argue with them", just doesn't cut it. It's ignoring a big part of why people use sites like this. It's social. We all spout opinions off as a way to release pressure. We need to be able to let steam out by clicking on a down arrow once in a while - it's just human nature. I think it can be done without suppressing opinions.
