I'm all for dialogue, but once we start getting people posting (like in Voat) everyday about how they want to cum on little children...there is no dialogue to be had. Do you want to talk to those people?
From what I've heard about reddit, downvotes actually put a limit on your posting or commenting abilities right? That censorship, which I think is wrong. But I'm not here to change anything...just to share my opinions.
In the example you mentioned that would be spam. And also against the site's TOS, so they would be banned anyway.
Ok that was maybe an extreme example. Posting Flat earth Jewtube videos deserve a downvote too, is all I'm saying. Posting on a topic daily isn't considered spamming is it?
Then it's down to sub moderators whether to allow that content and up to users whether or not they want to block that sub.
I'm sure you can come up with some case where, in theory, this site would go to shit without a downvote feature. But in practice, why isn't the site already shit with this feature not bring used the way you want?

If there's no consequence to a downvote, then it doesn't need to exist. If there is a consequence to a downvote, then it will be abused by pussies to suppress dissenting opinions, and promote herd mentality.
Reddit already conducted this social experiment. The entire site is a left wing echo chamber where you need to post prescribed talking points or else you get downvoted and owned.
