I'm cracking up at this story from Baltimore from several years ago. Some city workers had been putting dozens of bikes out for a public 'bike sharing' program, but they were stolen by 50 'youths'. Notice the lengths they go to, to avoid saying these were black kids in Baltimore. "It's a kids-out-of-control issue."
