I prefer my eyes focusing on a few white spots rather than basically the entire screen being bright.

Yes, yes it does, and whoever decided that the default background colour for any html page should be #FFFFFF should be shot.

The opposite has always been true, maybe that was only with paper? But different with a computer screen?

It is difficult to read black background with white text, either way, slows you down and you spend less time reading as it's fatiguing.

Can you add a light theme? Mostly white or off white background and black text? The current "day" theme is gray/white and doesn't have enough contrast to read easily. Not a fan of the night theme, it's too difficult to read, though I know most of the younger generation love the dark themes.

You could try a higher contrast theme like DownvoteshiddenlCSS. Under settings use that as the global CSS sub.
