Autozone has the computers. Ask them to plug it in and they can read the errors and tell you what's wrong. I don't think they can reprogram but i do remember seeing kits online

Depends, whats the actual problem?

I don't own a new car with a super fancy computer but my parents (mom and stepdad) own cars with the new fancy computers. They claim that they're too computerized to be worked on and that the computers are too expensive to buy and that only dealers have them. The next car I get may have one. I'd like to work on my own car but being told that, I'd be stuck taking it somewhere. If it's something major, then it's going to a repair shop. I don't have the money for getting some of the more expensive tools for fixing my own car.

Complete bullshit, even cars with "fancy computers" can be repaired by normal mechanics, snapon provides most of the tools to even do firmware upgrades. All the mechanical components are almost the same as cars from the 2000s. Big one to watch out for is the changes to the charging system but even that once understood can be worked on by a back yard mechanic.

Can you link me some stuff to read up on this? I'm looking to learn more about car repair in general.

As a mechanic, that's not the most absurd false claim I've read regarding repairs. The truth of the matter is that your general repair shop might not have specific tools or equipment simply because the cost isn't justified as they don't see enough of that make/model of car which would require it. It's the main reason I hate luxury model cars, especially German automobiles.
