Due to a large amount of new users and to prevent abuse, the requirement for creating a sub has been temporarily increased to level 10 (was 2).

That's fair, but I joined a year ago. Only now do I wish to create subs.

We have so once you get level 10 and have be active in the sub, you could request it. Though creating your own once your level 10 is likely faster.
