How would do either instant amnesty or slow-mo amnesty (path to citizenship) WITHOUT regulation, exactly? Isn't it inherently a regulating process because you're taking UNregulated (not in the system) people and sorting them into the system? 4. of course legalizing immigrants would affect the people here.
