How would do either instant amnesty or slow-mo amnesty (path to citizenship) WITHOUT regulation, exactly? Isn't it inherently a regulating process because you're taking UNregulated (not in the system) people and sorting them into the system? 4. of course legalizing immigrants would affect the people here. DACA started just on the children and then morphed into DAPA. Comprehensive Immigration Reform is nothing but blanket amnesty. All any of this will do is lower everyone's wages and then start the cycle all over again.
