What is special about Level 2 particularly?

Starting level 2 you can create 2 subs, then you need to level up to create another one (level 2 = 2 subs, level 3 = 3 subs....up to 30)

Ah, yes. I almost forgot.

I was already above 40 points when I created my first Poal subverse, therefore I didn't notice the restriction.
