tbh I have no idea, but I think that's what he was going for. It's common to use Hi-Vis for work like that
I'm crawling into "riot paramedic" "amateur paramedic protest" and such, in image search, and so far while orange is a standard color for paramedics, that particular distinctive sign doesn't seem to be a standard, at all, among amateur paramedics let alone pros
