I don't think it's a bad idea. By freshmen year of high school, it was kind of obvious who had ambitions and talents and who got by on social credit and just being a slut. Remove the financial burden of women in education that just want to raise a family, similar to how removing niggers would make the educational system better. On top of that, I believe there are a number of biology studies that indicate younger pregnancies are more beneficial to mother and offspring than waiting until 23+ to have children. So, just let nature and hormones run their course, but with a little buffer to educate 11 year-olds on puberty and those changes.
There's also all those eggs she's losing.
They're in massive surplus anyhow. The max someone could safely pop out, assuming constant lifetime pregnancies up to the age when genetic defects start to become more prevalent, would be around 32 kids. I don't consider it a loss in this case because at some point it's just unreasonable to try and use all the eggs a woman would have available.
