I don't know if, like you say, it's owed to propaganda, or if men are just weaker today in genetics and testosterone. I couldn't imagine even the most "progressive" type of man doing this shit a century ago, but in these riots I've even seen old white men kneeling and groveling. It could be a mix of all these things, but I think the loss of good genetics from strong men dying in WW1 and WW2 may have an impact, men who join the armed forces are usually very nationalistic.
