So you want the government, which has fucked up your existing society, to be in charge of breeding?
You know what would happen right? Only niggers and kikes would be permitted.
To implement my plan we would also ban certain groups from breeding. Cull the herd to produce only the best. It would not work with the system we currently have. With a eugenics program headed by like minded people and a fascist government I feel we could make great progress for the species in a generation or two. Basically what the Nazis were trying to do with more of a free market attitude towards the economy.
Probably not the worst idea.
A good amount of science fiction out there speculating the sort of societies that have enacted genetic restrictions on births
