Choking someone doesn't neccessarily imply to block someones ability to breath. it's enough to block the bloodvessels to the brain. However, the important ones are right besides the trachea, so choking someone in such a manner, that he can't breath, usually also closes off the bloodflow.
However, if the bloodflow is closed off, one gets unconscious within a few seconds, and wouldn't complain about breathing problems.
