From my understanding, it was a 4chan meme that went viral. They said that all TP was made in China (it's not), and that with the WuFlu shutting them down, there'd be no more shit paper for a while.

If thats not the cause then beats me. Most of the notorious people here really hoarding are, unironically, boomers.
