I'm open to hearing evidence otherwise. but I know people use them to get over regional restrictions and that is what they advertise, but I could be mistaken.

Agreed.

I recall being an admin on a UBB forum and we could see the IPs. It was an easy way to ID alts if users weren't using VPNs or other ways to mask IPs. I have no idea what tools the admins here have to do that.
