Holiday pay? It's time and a half pay at my job, so I work every holiday. If I were here shilling something and the company gave holiday pay, you could be damn sure I'd be visible as hell. It's easier than overtime.
Other theory: 9-5 people have holidays off and are jacking off on the internet. It's a good time to shill.
My industry is mostly nomadic people, so it shuts down during holidays.
That being said, I had a lot of experience working them years that I did "shift work".
Well, I dont think federal gov. specifically gives holiday OT , they always prefer to give time off with holiday.
In this case, it is likely a personal vendetta off the clock out of sheer frustration
