My understanding of this is that he merely added Jews as a new group to the list of protected minorities by defining them legally as a racial identity, or Israeli nationality. This has two effects; 1. you can't discriminate or degrade Jewish people, 2. You can't actively boycott an ethnic group, hence you can't boycott Israel.
So, this isn't really affecting the 1st amendment, per se, as there are already other special classes that have these inclusivity rules. I think this one is more benefiting Israel though, because "islam" doesn't necessarily have a country. Same with black or hispanic.
I haven't had a chance to read the legislation yet, but this is how I understand it from some of the reporting ... if you'd believe the reporting.
