I voted "no". It should be 16-21 or so, but 16 is with parents permission on their property or private property (I'd want to teach my son(s) how to drink myself before they hit 18 or 21 - just have a couple of beers if not maybe 3-4 (at most in one night), but don't get drunk and such - teach them they don't have to get blackout drunk (peer pressure and such)). If they wanted to I didn't like drinking myself growing up for the most part. It wasn't until I got into the military myself that I started drinking since it was an easy to just socialize with everyone if just at times (not always). 18 can drink is what I figure myself.
