personally using phabricator

For self-hosting your own repos, simply hosting your own git repo yourself makes sense to me.

But I'm just some old grouchy sysop type rather than a coder, so I'm cool with forgoing the cool features which those other services provide because I don't really care about them much. I guess if I were more of a real coder, I might, but git is still awesome to just handle yourself, in my ever so humble opinion.
