Usually it's dealt with putting them in prison. They still have human dignity, but are punished.
Sure it costs a lot, but some countries aren't Africa. I've read that a death sentence in the US costs more than a lifelong imprisonment. So why?
How is being locked away from society, while society pays for you to do nothing but hang out with other criminals learning to be a better criminal a benefit to civilization? Incarnation is not civil, it is literally what we do to animals at zoos.
