Not really.

Uyghur's population in China (mainly in Xinjiang) represents 12,123,000 people (official figure).

This is nothing compared to 1.4 billion Chinese.

China relies on the U.S and neighbor Asian countries for grains, wheat and rice.

Their goal is to become agriculturally self-sufficient.

Before they completed the 12 gorges dam that put their most productive farmland under water, they were. I haven't followed China infrastructure development as close as I should, but I do recall they had started working on an aqueduct to bring water to the desert region. Even if it was completed, it would take years, possibly decades, to reclaim desert land sufficient to generate enough consistent crop yields to sustain their population.
