Resources tend to go into limitations when you enact a quarantine. I've also no doubt that it mutates, but Corona-virus incubation is around 2 weeks at its longest, so the new cases in Asia, were likely exposed about two weeks prior to illness. The Chinese being warned to minimize their interactions with westerners, particularly Americans, over the past few months since the trade war flared up is likely why it's hitting western nation populations comparatively so lightly. Either that or there's a genetic element we're not seeing that makes corona prefer east-Asians.
