In my opinion no. 'Artists' are constantly using computers and Photoshop for their art. This guy merely chose to use an unconventional application to generate an image.

I couldn't help but think of Marcel Duchamp and his 'Fountain' piece. Then there is Andy Warhol.

Art is now a statement using images. Duchamp certainly made his statement and now there's a new statement.

The one area AI in Art seems to be lagging is Poetry and Storytelling.

Markov chains can only go so far before they get nonsensical and retarded.
