That's the same standard for post downvotes.
I understand it's the same setting threshold. That doesn't clarify the logic behind the level choice.
Consistency is the reason. Seeing downvotes on comments is now consistent with seeing them on posts. It only makes sense to keep the threshold the same. There is no good reason to treat them differently in this regard.
I feel like we're talking different languages. This will be the third time I try to get you to understand I am asking why the requirement is set to level 6. I'm a lurker, it's taken me two years to get to level 3, I'll probably never see level 6 in the next two years because the Government will probably lock down the Internet before then.

That's fine, but what if it's nothing to do with laziness? I choose to post when I am looking to seriously engage to understand, not just to make noise. Not suggesting you or anyone specific does post just to make noise, but for a mostly lurker like myself even something as simple as reverse-decay (even with minimal activity requirements) would allow me and those like me to contribute without the pressure of an achievement being required to do so.
This isn't just about me. It's a high level idea.
Perhaps if you don't post that much you're not as likely to need this feature.
edit: One advantage of having a threshold is that shills who are new to this site tend to not know about these features.
