Why don’t wild mustangs have shit like this happen to them? Wouldn’t this horse instinctively know how to grind down his own hooves? Every time I see nature clips about horses and their hooves, they always seem helpless without us sheering and shoeing them.

looks to me like the pony was locked in a stall and neglected. didn't have the opportunity to move around much and grind the hooves down.
