It is not bad, I am going to start by desoldering the socket and throw a new one in because it could be as simple as the CPU having zero contact points. The thing won't even show a color error code so that is a dead giveaway to ROM or CPU or perhaps both since they are closely located around the battery. This thing also has a SCSI card with two megs of ram on it and the ram is dead so it could be a larger issue like power supply failing and the +5v rail goes high. I am preying it isn't but it is a possibility and one I have seen before.

Unsolder the sockets, white vinegar and toothbrush (let it rest for 1 hour, then IPA to degrease.

That is the plan. Do not have a 64 pin socket and can't find one anywhere so I am going to modify a 40 and 24 pin and see if I can ghetto rig it into place. Hot snot will definitely be involved.
