Yes, that is true. My thinking is that these states would be a good place to start rebuilding the country. As evidenced by the mass exodus of people from blue states to red, enacting relatively sound policies can attract the type of people you want and drive away those you don't. It seems like a better idea to start where there are almost no non-whites.
