My guess was going to be to pay people $15 an hour to pick up shit.

Anyway, it kind of sounds like the city commission just asked the homeless shelters to institute this practice to sound like they were doing something and to put the responsibility in someone else's hand.

I wonder if the commissioners are inwardly hopeful about the possiblity of an epidemic wiping out the homeless. Every election cycle they are forced to pay lip service to solving the homeless problem (without running them out of town) -- which translates to giving them stuff. But the amount of money you'd have to throw at it to fix it that way just isn't feasible. So every year lip service, and every year the problem gets worse.

No matter how empathetic and caring the personas they run with, I can't accept that the thought hasn't crossed their minds.
