One of the theories behind the station is it's a kill switch for their nuclear arsenal. This is lended credence based on the fact it was originally located near Ukraine, and then moved to another site deep in Russia, both of which are near known military instillations. If this is true, it would make sense for why certain key phrases or words might be said.
I don't subscribe at all to the weather monitoring theory
It's most certainly some sort of military installation, there have been instances of voices talking about duty officers and such.
What it's for? Who knows.

Well, the other theories behind it don't make a lot of sense. The only one that makes sense and most importantly explains the length of the stations existence is being placeholder for something. Whether it's to hold the channel open for broadcast or as a kill switch, no one invests that much effort and time into a station that just goes brrrrr

Maybe nothing. Maybe Russia is preparing to do some stuff. Who knows?
