True. Antennas need a ground plane, but what happens is any available ground plane will effectively be used. It may be only the metallic case the transmitter has, but there is one. I've had this scenario on marine applications. Typically I'll adhere some aluminum foil under a wooden deck and connect the shield to that. In your case, you'd put it under the fiberglass.

You know - the antenna lip mount did come with a small rectangular piece of metal that I though was maybe to protect the underside from the mount screws, but maybe it has dual purpose.

Oh, just hang 4 wires off it at about 45 degrees. That should do it.
