The option to block an individual user is listed on that individual user's page. View their page and hit block/unblock. You can view your blocked users list via your profile.
Also, if you use the on-site blocking function, be aware that Poal limits the block list to only being 20. I've been told that this limit is due to (paraphrasing) 'storage of such data like a long block list for every user costs money' and that it used to be limited to 10 but had recently been increased to 20. So be used to only keeping the most disliked posters on your list and removing one who is only slightly annoying so you can add one who is greatly annoying.
