No, filters like pieces of glass that fit on the end of your lens to give the image some sort of quality or change the light coming in to the device in order to match film types or lighting styles.

Like when you see a video where all the fluorescent lamps are greenish? They have the wrong filter or film type in the camera.

No, but I did seriously expect you to know that I likely knew what a filter was! I have failed up to now.
