An unholy alliance between USA, Canada, Australia, New Zealand, and the UK. They agree to share all info no questions asked.
i.e.
Say the US wants to spy on your communications inside the US but you are a citizen. This shouldn't be possible as you are a citizen and FISA doesn't apply since it's inside the US.
They simply route your communications via another nation and back again, then that other nation hands over all your data. No need to even go get a FISA rubber stamp.
