Blue light at night like the stupid high powered grid of LEDs are toxic to the sleep cycle, and they make weird-ass shadows since the grid of LEDs is usually not shaded/glazed by other plastic. Most modern cars have LED headlamps. The halogens lasted for a long while, they were too restrictive from a design perspective. There are still a bunch with halogen lights, but those are being phased out. These are mostly the lower end cheapo cars like a toyota corolla or similar tier.
The higher end vehicles moved to the LED a few years back. With the lower end models of those brands coming as they were redesigned.
Many cars, still employ simple incandescent bulbs for things like turn signals, but those aren't what you are talking about being too bright.
The LEDs are often immensely brighter than the halogens.
LED light is available in all colors. The argument for bluish colors is that they keep you awake while driving. The argument against bluish colors is that the eyes need much more time to adapt to the dark again (the headlights in France were once yellow for that reason).
