Past a certain IQ level the difference becomes unnoticeable. The fact that some Asian countries have a higher IQ is because creativity has had no place in the education. Things are taught in a repetitive way until memorized, no individual thought process is permitted when it comes to learning. It is how their brain is hardwired like a database until they reach adulthood. Many creative people couldn't express themselves and had to do that in their own time. The language plays an important part. Some Asian languages are much more complicated than those from the West, some demands a lot of repetitions to memorize. Japanese follows pretty much the same rules since it also makes use of Chinese characters (kanji), along with hiragana and katakana.
